DUST 2026 · LESSON 1 · OPEN SCIENCE
REFLECT · 1 MINUTE
Think of a time you could not get a paper, a dataset or a protocol you needed. What did that cost you, and who else did it cost?
DUST 2026 · LESSON 1 · OPEN SCIENCE
OPEN SCIENCE FOLLOWS THE MONEY
REQUIRED
Public access at acceptance
NIH: every manuscript accepted on or after 1 July 2025 goes to PubMed Central with no embargo. DOE, EPA, USGS, NSF and USDA have equivalent policies.
FEDERAL FRAME
Gold Standard Science
Executive Order 14303 (23 May 2025) sets nine tenets. Agencies filed plans in August 2025 and first annual reports on 1 September 2026.
EXPECTED
Communities
People near Arizona-Sonora mine tailings, and Navajo Nation and Pueblo of Laguna communities near abandoned uranium mines, expect results shared with them.
DUST 2026 · LESSON 1 · OPEN SCIENCE
SRP EXAMPLE: WHY IT MATTERS HERE
ARIZONA
Arsenic in tailings dust
Findings about arsenic in mine-tailings dust and lung injury protect people only if health officials and residents can read them promptly: papers public at acceptance, protocols reproducible.
NEW MEXICO
Uranium and metal mixtures
UNM METALS Center data are collected with Navajo Nation and Pueblo of Laguna partners under community review. Openness means sharing on the community's terms, which is what CARE requires.
DUST 2026 · LESSON 1 · OPEN SCIENCE
PART 1
WHAT IS
OPEN SCIENCE?
transparency, access, collaboration
DUST 2026 · LESSON 1 · OPEN SCIENCE
DEFINITION · UNESCO RECOMMENDATION ON OPEN SCIENCE
“Open Science is defined as an inclusive construct that combines various movements and practices aiming to make multilingual scientific knowledge openly available, accessible and reusable for everyone.”
Sharing the papers, data, methods, code and teaching materials from research, so anyone can check, use and build on them.
DUST 2026 · LESSON 1 · OPEN SCIENCE
OPEN SCIENCE TOUCHES EVERY STAGE
1 · PLANNING
Plan
Pre-registration and open protocols
2 · EXECUTION
Run
Open notebooks and transparent methods
3 · ANALYSIS
Analyze
Reproducible workflows and version control
4 · DISSEMINATION
Share
Open-access publishing and data sharing
Openness is not a step at the end. Each stage has its own open practice, decided before the work starts.
DUST 2026 · LESSON 1 · OPEN SCIENCE
THE SIX PILLARS
Open access
Free to read. NIH is satisfied by the free accepted manuscript in PubMed Central; paid gold OA is optional.
Open data
Deposited with a persistent identifier, FAIR, within limits set by privacy, safety and CARE.
Open educational resources
Teaching and training materials under an open license such as CC BY.
Open methodology
Protocols, version-controlled code and pre-registered hypotheses and analysis plans.
Open peer review
Reviews signed, published or both; preprints reviewed before journal submission.
Open source software
Research software public under a recognized open license.
DUST 2026 · LESSON 1 · OPEN SCIENCE
SRP EXAMPLE: ONE PILLAR IN EACH STATE
ARIZONA
Open methodology
Pre-registering the lung-injury endpoints for an arsenic-exposure mouse study fixes the outcomes before exposures begin, so selective reporting is off the table.
NEW MEXICO
Open data, as closed as necessary
A METALS biomonitoring dataset is shared with a DOI and full metadata, but chapter-level exposure values are released only with the community's authority, after NNHRRB approval.
DUST 2026 · LESSON 1 · OPEN SCIENCE
PART 2
GOLD STANDARD
SCIENCE
nine tenets, familiar practices
DUST 2026 · LESSON 1 · OPEN SCIENCE
FROM EXECUTIVE ORDER TO YOUR GRANT
23 MAY 2025
Executive order
EO 14303 sets nine tenets for every federal agency.
23 JUNE 2025
OSTP guidance
Applies to all agency-managed science, from selection through closeout.
22 AUG 2025
Agency plans
Implementation plans filed, including NIH's.
1 SEPT 2026
First reports
Agencies file their first annual progress reports.
The OSTP guidance covers intramural and extramural science, “from the selection phase throughout closeout”: that includes your Superfund grant.
DUST 2026 · LESSON 1 · OPEN SCIENCE
NINE TENETS, NINE OPEN PRACTICES
Tenet (EO 14303 §3)
Open practice
What you do as a trainee
Reproducible
Open methodology, open source
Version your code; write protocols another lab can run
Transparent
Open data, open access
Deposit data with a DOI; the accepted manuscript to PMC
Communicative of error and uncertainty
Open methodology
Report intervals, detection limits and QA/QC, not only point estimates
Collaborative and interdisciplinary
Open data, open source
Use standard formats so the AZ and NM centers can compare
Skeptical of its findings
Open peer review
Post a preprint, invite critique, answer it in public
Structured for falsifiability
Pre-registration
Register hypotheses and endpoints before exposures begin
Subject to unbiased peer review
Open peer review
Review for others, declare conflicts
Accepting of negative results
Open data, preprints
Publish the null remediation trial and deposit its data
Without conflicts of interest
Transparency
Disclose funding and relationships in every output
DUST 2026 · LESSON 1 · OPEN SCIENCE
TWO THINGS TO KNOW BEFORE YOU CITE IT
WHAT NIH COMMITS TO
Training, compliance, replication
NIH's 22 August 2025 plan: more rigor and reproducibility training, stronger data-sharing compliance, support for replication studies, periodic public reporting.
1 · MOSTLY FAMILIAR
Partly new
Reviews (AIP FYI, SPARC) find the plans largely restate existing policy. New: annual reporting, AI tools to check reproducibility and bias, oversight of all funded research.
2 · CONTESTED
Follow the debate
The order gives political appointees a role in judging scientific integrity; critics in Science and SPARC warn this could constrain inquiry. Practice the tenets on their merits.
DUST 2026 · LESSON 1 · OPEN SCIENCE
PART 3
THE 2026
LANDSCAPE
three facts to act on this year
DUST 2026 · LESSON 1 · OPEN SCIENCE
THREE FACTS FOR THIS YEAR
1 · AT ACCEPTANCE
Manuscript to PMC
Deposit the free accepted manuscript in PubMed Central at acceptance, no embargo. That satisfies NIH. No APC is required.
2 · IN THE BUDGET
Publication costs
NIH floated APC caps (NOT-OD-25-138). OMB's 29 May 2026 proposal would make publication costs unallowable unless pre-approved. Budget them explicitly.
3 · AS CLOSED AS NECESSARY
CARE and tribal review
Navajo Nation data need NNHRRB approval before collection and before release; Pueblo of Laguna has its own review. CARE governs.
DUST 2026 · LESSON 1 · OPEN SCIENCE
THE APC YOU NEED TO PAY TO COMPLY WITH NIH
$0
Nature's 2026 list price for open access is $12,850. The free accepted manuscript in PubMed Central is enough.
DUST 2026 · LESSON 1 · OPEN SCIENCE
FIVE TAKEAWAYS
1 · Six pillars
Open science is transparency, accessibility and collaboration across six pillars
2 · Nine tenets
Gold Standard Science renames those practices and attaches annual agency reporting
3 · At acceptance
Public access is required at acceptance; the free accepted manuscript is enough
4 · In the budget
Publication costs belong in every budget, because the rules on paying them are changing
5 · As closed as necessary
CARE and tribal review set the limits on openness
DUST 2026 · LESSON 1 · OPEN SCIENCE
DISCUSSION · 20 MINUTES
WHERE ARE
YOU NOW?
six questions, one action
DUST 2026 · LESSON 1 · OPEN SCIENCE
SIX QUESTIONS, ONE PER PILLAR · YES, PARTLY OR NO
OPEN ACCESS
Will the accepted manuscript of your next paper go to PMC at acceptance, and who deposits it?
OPEN DATA
Could someone reuse your data from the repository record alone, without emailing you?
OPEN EDUCATIONAL RESOURCES
Have you shared a protocol, slide deck or exercise under an open license?
OPEN METHODOLOGY
Is your analysis code version-controlled? Have you ever pre-registered a study?
OPEN PEER REVIEW
Have you posted a preprint, or reviewed one in public?
OPEN SOURCE
Does your research software have a LICENSE file?
DUST 2026 · LESSON 1 · OPEN SCIENCE
PICK ONE ACTION FOR THIS MONTH
Create or complete an ORCID profile
Add publication costs as a budget line in your current proposal
Deposit your next accepted manuscript in PubMed Central yourself
Pre-register your next exposure study on OSF
Add a LICENSE file to your analysis code on GitHub
Ask whether your data involve tribal partners and need a CARE review
REPORT-OUT: each pair names its weakest pillar and its one action.
DUST 2026 · LESSON 1 · OPEN SCIENCE
THREE QUICK QUESTIONS
Question
Answer
True or false: every paper in Nature and Science is open access
False. They sell open access for a fee; the free accepted manuscript in PMC satisfies NIH.
Which tenet does pre-registration serve most directly?
Structured for falsifiability of hypotheses.
Do you need to pay an APC to comply with the NIH Public Access Policy?
No. Deposit the accepted manuscript in PMC at acceptance.
